Allow users to easily create, diff, dump and validate type libraries
Supports the following formats:
- C header files (via core type parsers)
- Binary files (collects exported and imported functions)
- WinMD files (via `windows-metadata` crate)
- Existing type library files (for easy fixups)
- Apiset files (to resolve through forwarded windows dlls)
Can be invoked as a regular plugin via UI commands or via CLI.
Processing of type libraries inherently requires external linking, processing will automatically merge and deduplicate colliding type libraries so prefer to use inside a project or a directory and process all information (for a given platform) at once, rather than smaller invocations.

Unfortunately we cannot use reqwest because enterprise servers provide invalid certificates, so we must use the enterprise download provider to bypass certain certificate validations

Calls to `objc_msgSendSuper2` with a selector in the `init` family are
detected and their arguments are analyzed to determine the receiver
class. A call type adjustment is added to update the return type.
This handles most calls to `[super init]` from Objective-C code as the
compiler generates a straightforward code sequence for these calls. Some
calls from Swift are handled, but the Swift compiler generates more varied
code so additional work is needed for complete coverage.

This is functionally equivalent to the previous workflow_objc, with the
following changes:
1. It mutates the `core.function.metaAnalysis` workflow rather than
registering a new named workflow. The activities now all check for
the presence of the Objective-C metadata added by `ObjCProcessor` to
determine whether they should do work, rather than relying on
`MachoView` to override the function workflow when Objective-C
metadata is present. This fixes
https://github.com/Vector35/binaryninja-api/issues/6779.
2. The auto-inlining of `objc_msgSend` selector stub functions is
performed in a separate activity from the processing of
`objc_msgSend` call sites. The selector stub inlining activity is
configured so that it does not run in `DSCView` as the shared cache
needs different behavior for stub functions more generally that
`SharedCacheWorkflow` already provides.
3. The way that types like `id` and `SEL` are referenced is fixed so
that they show up as `id` rather than `objc_struct*`.
This also replaces the Objective-C portion of the shared cache's
workflow, and incorporates several bug fixes that had been applied to it
but not the standalone Objective-C workflow.

This is going to be disabled by default on this upcoming stable, however users may enable it once we deploy the public server. The data from the server is done through `Container::fetch_functions` independent of the nonblocking function lookup functions.
The sidebar has been updated to drive fetching so that when users navigate to a new function the fetcher will kick off. This fetcher operates on a separate thread, in the event of a user navigating to many functions before the current fetch has completed they all will be batched together in a single fetch.
Networked container currently is limited to just function prototypes, other type information separate from the function object will be omitted.

- Fixed edge-case in LLIL traversal missing some constant pointers, this was a bug in the Rust bindings
- Added support for function comments
- Made long running tasks, such as generating, matching and loading signatures, cancellable where possible
- Made function constraints more versatile, allowing for easy extensions in the future, see WARP spec for details
- Added options to signature generation, such as what data to store, and whether to compress the data or not
- Made all long running tasks prompt the user for required information before the task starts, allowing users to "set it and forget it" and not have to baby sit the finalization of the task

This fixed a major api blunder where the label map is returned as a reference and originally resulted in UB prone lifetime semantics. It was temporarily "fixed" with explicit label updates in the architecture implementation code. But that was less than ideal and was easy to mess up. Now the label map will be updated automatically as the location of labels is now tracked.

Separate out the rust testing and use pull_request_target
pull_request_target allows PR's to access the headless license, for this to be safe we need to prevent people from running the job.
To prevent the job from being ran we add an environment requirement on testing that a reviewer must review the code and then manually approve it to run.
